do u need to be a certain level to do grand companies

22 to join and do the first quests, 25 to do the Toto-rak quests.

No problem. Here's a link you might find useful to a list of the sidequests currently in the game.
Someone mentions the GC ones in a later post, but I think there's only the ones at 22, 25, and 45 right now.
