Leves of Moraby not being bestowed but Deathliest Catch already completed

Steps:
1. Accepted all the level 20 Battlecraft Leves from T'mokri in Limsa Lomnisa
2. Teleported to Moraby Bay
3. Initiated and completed all 4 levequests, including Deadliest Catch
4. Headed to Ourawann to claim my rewards
5. Ourawann states I need to complete the Leves of Moraby
6. Leves of Moraby quest bestowal dialogue pops up
7. I click accept in the quest bestowal dialogue
8. A levelist pops up though this is empty
9. Since there are no leves to select, the only option in this menu is to exit out
10. Once exiting out, Ourawann briefs me on the levequest Deadliest Catch
11. I cannot cancel or complete the levequest Deadliest Catch in journal (no option to)
