Missing lvl 55 missions onward

Steps:

This is concerning the mission Ready to Fly.
1. After finishing the mission A Brave Resolution, I could not progress forward with my lvl 54 warrior. Next mission required a lvl 55 job.
2. Exited area and took the time to lvl my warrior job to lvl 55.
3. Alphinaud is missing from the Royal Promenade.
4. Mission does not show up in my journal or logs. There is no NPC to give out the next mission.
5. Cleared out other quests that were open to see if that would help
6. Allowed a real life day to pass. Still no mission
7. Waited 2 more days. No missions.
8. Leveled up War well into 55. No change.
9. Talked to Cid and all NPC's in the next missions area. No change
