For the past hour I've been scouring every zone trying to find this NPC. I'm trying to locate them for a quest chain I need to start that eventually leads to "A Meter Too Far" to unlock the "Titanium Vambraces of Scouting."
Does anyone know which zone, which coordinates, anything at all to help me out?
I beleive thats in the Churning Mists, but if memory serves the quest unlocks after finishing the main scenario that sends you back to Ishgard from there, which then sends you back for a small chain of quests.
I'm currently on the quest "Black and White", however according to XIVDB the only quest I needed to do was simply "He Who Cannot Be Denied".

These NPCs were around the Rookery area of the Churning Mists, I'm pretty positive.
Quest starts in ishgard , at congregation.
I've been seeking the same quest, and I'm proud to tell you I found the beginning of the quest chain just now. Go to The Last Vigil, and there will be a Temple Knight with the quest Into the Mists. That will start the chain. The quest image will have a Dragoon in the Churning Mists.
I literally don't have or see that quest. I'm on the quest chain "Devourer of the World" now, and still nothing. Unless I already completed it. I'm going crazy over this.
Once I traced down why Into the Mists wasn't showing up I realized why. I hadn't done much side questing in The Churning Mists and it looks like it would be multiple, multiple quests.
Looks like you need to finish "Trouble at Zenith" along with the MS parts to get "Into the Mist" to unlock. And Trouble at Zenith may require the majority or all the side quest in Churning Mist to unlock.
