Cannot get 'job' (become Summoner upgrade)

My character is an Arcanist. I am now level 39 have done all quests basically, and especially class/guild storyline quests.
(was not aware of being able to upgrade to Summoner until now that people talked about it in chat)

I then also studied Thurm up to level 16 and have done all the class/guild quests for that as well.

However, when I go to guild Arcanist nobody gives me a quest to upgrade for Summoner, in fact I do not get ANY quest.
Also went to Thurm guild and they will not give me anything of the sort either.

Cannot find anything on forums or internet on this problem. Unfortunately FF hardly gives any information on anything (maybe too hard to translate stuff into english or trying to save money for translators?)

So now what do I do, do I have to start a new char from Level 1 and hope that when I reach 30 I will get the upgrade to Summoner?
Well, I will not do that and I guess it is no choice to now even buy Heavensward because my chars seem to be totally stuffed up now due to lack of info by FFproducers.

It's a different NPC from the one in the ACN guild that unlocks SMN. If you have progressed far enough in the main story quest to have completed Sylph Management, you should have been sent to see her in Gridania at level 30 (guildmaster would have had two level 30 quests for you back to back: Sinking Doesmaga and then Austerities of Flame). Check your journal to see if maybe you logged Austerities of Flame without realizing it. If so, you need to go talk to the NPC in Apkallu Falls. Then your job quests will be with Y'mhitra for a while.
