Pretty simple i have a 120hz monitor and i set my frame rate limit to 120fps (refresh rate 1/1) and the game runs at 60 fps locked.
If i set it at 60fps (refresh rate 1/2) it locks at 30fps
30 fps ---> 15 fps.
for some reason its halfing the refresh rate taht it should be at.
I don't have this problem in DX9 mode.

Only thing I can think of is that Double Buffering will halve the frame rate if the system can't sustain full output. If it can't sustain 120, it settles for 60 and so on. But that it constantly halves on DX11 is strange.
Besides making sure your drivers are up to date, you could try forcing V-Sync and Tripple Buffering from your graphics card's Control panel and see if that helps.
Update to the latest graphic drivers and let them in the default settings. If you have nvidia card check in the latest drivers a setting called maximum refresh rate and change it to "use the 3d program setting" cause it's set in use maximum refresh rate thus all games will run on maximum refresh rate.
Everything is up to date in terms of drivers.
I have dual 680's sli and in DX9, this is not an issue.
With the heavensward benchmark I also had no issue.
Only this game. If i set frame limit to none, the FPS skyrockets (i average about 128) so i know its capable

I loves to half the refresh rate that it should be at. Not sure why. All settings are default on the card (and i have tried other settings with no luck)
I made a post regarding the same thing. This issue happens to me with DX11 and not DX9. My FPS should be 75 but capped at 60.

to add, prior to the xpo this setting was working as intended.
Obvously with the new xpo i switched over to DX11, which has this issue.
If i launch the client using DX9, there is no issue and the refresh rate is working as intended.
Leads me to believe this is a coding issue. I do have a 120hz monitor as well so the refresh rates can go that high

This game looks amazing and with this setting can run silky smooth, but gotta deal with the tearing until it gets fixed!
