Ready to Fly quest has disappeared?

Steps:
When I was 54, I went to the place where you talk to Cid about the one man airship and was not able to accept the Ready to Fly quest, which gets you the airship plus unlocks the Aery, as it is a level 55 quest. When 55, I went back to the same spot and Cid no longer has a quest marker so I can't do anything. Quest does not appear at all so there are no errors, it simply isn't there anymore.

Was able to resolve the issue by speaking with Alphinaud in Revenant's Toll.
