Steps:
* Unlock Centurio Hunts (level 1) at level 53
* Unlock Centurio Hunts (level 2) at level ??
* Proceed to level to 59, and unlock Centurio Hunts (level 3)
* Talk to Ardolain, who should sell Centurio items (Griffin minion, Behemoth Heir minion, Aetheryte tickets, etc)
* Observe that the only chat options with Ardolain are the Level 60 Quest "Elite and Dangerous", Small Talk, and Nothing

I'm a fan of hunts, and have already maxed out my centurio seals twice while leveling. I've purchased the Griffin minion before, and upon capping again at level 59, I went back to try and purchase the Behemoth Heir minion. I found that the only options Ardolain offers me is a Level 60 quest and the normal Small talk/Nothing options.

The npc tells you that you arent trained enough. Their is a quest in the Ily city at 59 that will give you 3 star, and then a quest at 60 that let's you spend your seals and gives you elite mark bill. So go get lvl 60 and you can do the quest you're looking at.

Thanks for the tip, but the issue I'm reporting has to do with seal exchanges, not the actual accepting of the quest. One can start spending Centurio seals immediately at Level 53.

Someone on reddit kindly pointed out that I could still exchange seals via the "Small Talk" option. That brings up the old pre-59 menu that I was used to seeing. It was just hidden away.
