If you did the trial it on Steam and want to keep that account, you'll have to get it on Steam. If you don't care for the account and don't mind starting over, I'd suggest you buy it on PC off the SE store. I was unable to get the physical copy of Heavensward because I tried the game on Steam, that made my account a "Steam" account (although I didn't upgrade it on Steam, and they gave me a Steam code to rectify that), and am forced to buy the Digital CE of Heavensward even though I wanted all the physical goodies. The codes for Steam FFXIV are different from the PC outside of Steam and will not work with each other.
So, it's up to you. Just know you're stuck on the digital only platform if you go the Steam route.
Due to what Zenolaz said, I would recommend **not** buying it on steam. In SE's eyes, it's a separate platform--if you get it on steam, you must purchase all future expansions through steam... and basically you're tied to it for life. I believe you also have to pay the subscription through steam wallet.
