Chat/Phone support down?

After waiting about 95 minutes I was shown as number 1 for chat discussion, then instead of being connected I got a page that said "No one is able to handle your request. Send an email instead?". I restarted the chat request and am back at number 95 in queue with over an hour average queue time. I also tried to phone support but its just giving me a busy signal now.

I was able to connect over the phone earlier in the day but following the instructions with a bad key got my steam account temporarily locked so I was supposed to contact support again when it was unlocked. Is that not possible right now?

(never mind why they gave me an invalid steam key in the first place but w/e)
