Does the game time that i already have stack with the free 30 days from hw?

Heavensward doesn't give 30 free days. Only the base game (ARR) does.

so even i have the expansion, if i don't buy a time card, i won't be able to play?

That's correct. Once your time runs out, you can't play the game at all.
