In reply to accepted Bug: Astrologian: Unable to use action 'Spread' after draw a car

The player whose text i have copied below asked this question and it was moved to "Accepted Bugs" However it seems i cannot reply in that category so i will post this here in hopes the player sees it

The spread ability can only be used while in combat...were you in combat when you tested this?
Only being able to use in combat prevents the ability to have max/perfect buffs available before the start of a fight. This is an intended mechanic.

Class/Level: Astrologain Level 40

Area and Coordinates: Anywhere

Party or Solo: Solo

Steps:
1. Level 40 and unlocked action 'Spread'

2. Before use 'Draw' ability to draw a card. 'Spread' ability in hotbar is not available (the button is grey) Return error text on screen "Cannot use yet." when use it.

3. Draw a card by use action 'Draw'

4. After draw a card, while the character is under card effect, such as "Bole Drawn" , the action 'Spread' still not available same as Step 2. before draw a card.

Note: I expected the 'Spread' ability is available to use after a card is drawn same as 'Royal Road' ability . Please confirm this is a bug or player (user) error, am I miss something?.
