Does someone know the name of this set and how to obtain it?

I know it's sellable on the barker board and it's apparently a high level craft, but other than that not sure. Will probably be quite expensive when people start listing them for sale.

And it's the Thavnairian set. The Top is called the Thavnairian Bolero.
