Cannot register for Eternal Bonding ceremony

Steps:
1. Form a party with partner for eternal bond (Brienne Tarth).
2. Equip both characters with Promise of Devotion.
3. Speak to Etoinelle.
4. Select "Make a reservation for your Ceremony of Eternal Bonding."
5. Receive the error response:

We were able to attempt to schedule a ceremony before the launch of Early Access, so we know that we have satisfied all the prerequisites for scheduling. The only relevant difference is the implementation of 3.0.

We tried it first thing on Friday morning when Early Access launched, and throughout the day on Friday, and again just now this morning. We got the same notice each time.

I also filed an in-game GM report and have received no response.
