Cannot register for Eternal Bonding ceremony

Since Early Access has gone up, we haven't been able to schedule our ceremony. The "Unavailable Times for Ceremonies of Eternal Bonding" notice article has been updated since the launch of Early Access, and it does not list the time that we want as being unavailable (June 27th).

In a party of two with my partner, both wearing the Promise Bracelets, we both receive the message:

The server is unable to process reservations at this time.
Registration will open next Friday at 4:00 a.m. However, if you are rescheduling a ceremony, please be warned that registration will open only from Friday, 7:00 a.m. regardless of your service plan. This restriction will be lifted after two weeks have elapsed.

We were able to attempt to schedule a ceremony before the launch of Early Access, so we know that we have satisfied all the prerequisites for scheduling. The only relevant difference is the implementation of 3.0.

We tried it first thing on Friday morning when Early Access launched, and throughout the day on Friday, and again just now this morning. We got the same notice each time.

I also filed an in-game GM report and have received no response.
