I guess the quest is called Beloved of the builder
NVM, found it, she's in Revenants...isn't available till doh 55 though
theres a quest ( near temple leves) about specialists in heavensward that sends you to mordhona dont know if thats required to make the other quests appear tho ;/ but sends u directly to the npc with 3 other quests not available til 55+
just got mine. You need to unlock collectibles from a quest starting in ishgard, then at 55 you can become a specialist with the collectible lady. 56 and 60 she has two more quests.
