Have EA codes for PC and PS4, both registered, PS4 does't allow me into zones

Forgive me if this has been answered somewhere, I can't find it if it has.
1) I got my pre-order code from amazon.
2) I went to the pre-order link
3) I got my PSN key.
4) I added the key to PSN.
5) I linked the content to my account when I logged in.
6) I can't access the foundry on the PS4 but I can on the PC :(
Anyone know what's going on?

Solution: uh so stupid me the Patch is not the expansion. I had to select "additional info" or whatever it is under the game in the PS4 menu to actually install the xPac.
