Can't help you there, I'm in the same boat. I ended up getting a copy for PC instead since I found no way to get a digital copy for my PS4 (in New Zealand). You'll just have to grab a physical copy until they decide to put it up on PSN.
only way to get a copy of the Heavensward for PSN for UK is though purchase it for a game vendor or you will have to wait for it on the 19th to be released
