Sylphic Vendor in Little Solace...?

Can someone tell me how to unlock this vendor please? I have done all the quests here and I still can't buy. Says I have to do something good for these little ones. Hmm?

That is related to the Beast Tribe quests. I believe you can start them at level 42. They are daily lockout quests. You can do 6 a day.

You need to unlock the Beast Tribe quests for the Sylphs. That quest won't be available to you until you're in your 40s.
