If not, how can I preload the game so I'm not stuck downloading on the 19th?

NA amazon ea codes haven't been emailed yet. You just have to stand fast and wait until the 19th to get it, with any luck they'll get them all out maybe a day before. Everyone will have the 3.0 files on their client after the upcoming 24h maintenance, regardless if you preordered or not, you just need the code to access the new content. SE usually let's you start downloading shortly after servers are down, so you save that time and are ready when servers come back online, so check on the 18th.
Ah okay, thanks for the heads up! I ended up cancelling my amazon preorder and just going through the chore of setting up an SE market account, it was the same price.
The preloading thing was what I was most worried about, so if it works then I'm good.
