Grand Company NPC occasionally does not load

Unsure whether this is server side or client side.

First Flame Lieutenant Aubrey failed to load upon entering the Hall of Flames in Ul'dah on multiple occasions. I've done the other company quests without issue. This is the first time I have witnessed an NPC fail to load.

Date & Time: 22:00 & 23:45 EDT(GMT-4) September 15 (roughly)

Steps:
Walk into Hall of Flames, Aubrey failed to load.
Fixable by leaving and returning to the Hall of Flames.
This issue occurred at 2 different times. On the second occurrence, I had to "zone" 3 times before the NPC would load properly.
Occurs before accepting a quest, and upon having completed quest.
When the issue occurs, player is unable to target or speak to the NPC in question, preventing Quest acceptance or completion.
