From what i believe we'll be able to pre load on the 17th but not 100% sure

For the PC I imagine it won't be before they complete the upcoming server maintenance, which is taking place all day Thursday, the 18th.
I would imagine it would be late Thursday like they do for most patches. Just before early Access, maybe only a little bit sooner.
