There exists a 3rd party program that can block RMT tells and shouts.
This program currently violates the TOS.
My question is, since it has been proven both possible, and very easy to do, why doesn't SE do it?

Only thing I can conclude is that, since it's not a problem on their home servers, it's not an issue to them that needs to be addressed more than a few thousand ineffective bans that will be bypassed the next moment. I've been in Anima and there's no RMT except for perhaps a couple rare times. If Square profits from letting scammers ruin legit players' experience, it's just enough for them not to care at all. A mass exodus from the game probably wouldn't do anything now that I really think about it since they can just make the game Japan only and then they'd care if RMT shows up.
Pretty much, to sum it up - we have mass amounts of RMT because we're not Japanese.
Remove the price, and then it'll be awesome.

How about you have mass amounts of RMT because the market is there in the NA servers. Draw whatever cultural conclusions you will from that.
You have more people on your server prepared to cheat. Simple as that.
I doubt most of these RMT spammers are even from the US to begin with. On top of that, Japanese servers aren't nearly as populated, and if the RMT spammers hung around in there, they wouldn't get as far as they have in servers with much more players.
It's not that there's a lot of people willing to buy gil, it's that the RMT targets the more populated servers. Don't blame us for whoever's buying gil. Truth is, Japan's kinda oblivious to the rest of the world, so we're probably going to be abused even more until they allow stuff like guildworks or somehow wise up and install defenses similar to actually keep people in the game.
EDIT: And another thing, RMT, most of the time, aren't even paying to get in the game, so the only thing we can do is block them. Most people probably blacklist them the moment the spam them like I do and that doesn't exactly sound profitable if they were spending 20 dollars over and over again to enter.
