Heavensward upgrade?

If someone buys/DL the regular non CE of heavensward has it been discussed if you can upgrade later to the CE like they did with ARR?

I don't believe that they've definitively said, but I can't imagine why they wouldn't do it.

I want to say that during an interview it was said that yes- eventually you would be able to upgrade at a later date from standard to CE HW
