missing quest no story quest shown in map or in journal?

during my time plaing this game for acouple weeks i got to the story its probably pirates right after you get the the ship that flies around. The quest its probably pirates is gone and the yellow jacket wommen is not there waiting at the boat where she is expose to be right by the little ferry keeper person i searched it up on youtube and google everyone was able to talk to her and go to the dungeon and i cant do anything im a lvl 31 rogue tring to become ninja after completeing this story quest so so forth i got a msg from a gm who was kind enough to give me the link here so im asking for help to please get me through this no icon is shown for the story quest so all i can do is side stories. thank you for your time to read this

Have you completed Call of the Sea yet? That is a prerequisite to unlocking It's Probably Pirates.
