Is this legal???
I was looking around for T13 Spanish guide videos on youtube and found this one:

As you can see on the left there's clearly a precise timer for every single skill from the boss and a timer on the bottom left. I work in 3d and video editing and i honestly think this is not video edited and its part of some sort of 3th party program to know exactly when the skills of the bosses are done.
Plus i asked further a few guys i know from that server about the creators of this video. They said that their FC brag a lot about how easy they make the content. IMO if this is real its very bad because not only takes the fun out of the game but also makes it VERY easy for people who actually have not any skill whatsoever or intent to progress further. But i don“t know if this stuff is actually allowed/real. Thats why i post it here to discuss about it and see different comments and figure out my doubts about this.

I suppose it really depends on how the system is implemented on the end-user side.. If the user had to hook or inject dll to the FF14 process to achieve it, then maybe.. But if it's simply a timer overlay that shows up, that's probably not against ToS. If anything, it's SE's fault for making all the boss fights so static and predictable that a timer can do it..

Yeah, that timer is pretty clearly layered UNDER the chat window. To line up that precisely with his attacks, even just to play a predetermined list, you would need to hook into RAM to read the combat log before it was flushed to disk, not to mention hook into the UI draw itself, so... my money is on illegal.
If you need that many extra tools just to clear a fight, is it even fun?

and all I'd like is for SE to allow me to set a sounds when "x" happens to begin rather than having to watch a miniscule cast bar.

That looks like something designed during the video process. If you're curious about how it looks in regards to the chat bar, look at another video of theirs: T9 Guide
In the video you will see both an effect that mimics the design on the floor as well as an earlier iteration of the timer from the T13 video. I'm just betting that whomever put these videos together is very good at what they do.
The DPS parser/meter in the videos is another story though...
