Steps:
1. Right-Click Market Board
2. Select Materia under Items
3. Scroll to Heaven's Eye Materia IV and select it
4. Select Heaven's Eye Materia IV being sold by retainer lpod(with and lowercase L or an uppercase I) for 160,000 gil
5. Left click yes to confirm purchase.
6. Recieve alert stating "Unable to process transaction" or something akin to that.

This has been confirmed by multiple other players as well. The Heaven's Eye Materia IV is not purchasable by any player.
