Quest giver not appearing for "Science of Deduction"

Steps:
The quest giver (Ellie) for the Hildibrand quest "The Science of Deduction" is not appearing in the location where she is supposed to be (or anywhere else in the area). I've checked a number of wikis and sites as well as the official patch notes and they've all listed the previous Hildibrand quest, "The Immaculate Deception," as the only prerequisite other than being level 50. I am level 50, and according to my journal I did complete The Immaculate Deception. I checked all around the location where she is supposed to appear, and then looked it up on a video walkthrough to confirm that I was in the right place. I also waited in the building where she is supposed to appear for at least 15 minutes each time to make sure that she wasn't just taking a long time to load (though I wasn't experiencing any lag either time). I first tried to find her on the 21st and tried again tonight with the same result. Having checked everything else, I can't come up with any explanation other than this being a bug of some sort.
