Incorrect Shadow Resolution when Indoors

I currently have shadow resolution set to High (2048p).

I am getting High (2048p) resolution shadows when in an outdoor area (sky above head), and Low (512p) resolution shadows when in an indoor area (roof above head), even though the setting is High (2048p).

This can be within the same zone. For example, in Revenant's Toll the shadows render correctly when outside, but if I enter the Inn shadows within the inn render incorrectly.

Similarly in Uldah, in indoor vs outdoor areas.

I have tried resetting the graphics setting to default and then re-setting High (2048p) shadows, but there is no change to indoor areas.

Is this intentional? Is this a bug?

I have tried deleting my configuration data (in case a config file was somehow put into a bad state), and re-configured to high resolution shadows. No improvement.

Any suggestions/feedback?
