Given every example we have of the dev team using flying mounts, most likely you are required to land first.

This upsets me on a deep level.

its cool just thought if we were right above an enemy on a flying mount to jump off and attack it would be cool

Dragoons should be able to jump/dive skills from their mounts for increased damage and zero falling damage.
