http://www.world-alerts.com/ provides an email-based notification when the restriction is lifted, but be advised - it uses lodestone data, which is frequently late.
Her best bet is to try creating a character directly before and after a scheduled or unscheduled maintenance, and to check in at really horrible hours (like 3 am PDT).
If that isn't to your or her liking, she can simply create a character on another serve and pay to transfer it. There's no restrictions on that (for now) because money.
