Heavensward Pre-Order Items

Am I safe in assuming the pre-order items will not be sent to us until early access starts?

Actually no. They most likey won't til the early access is over. Since the full release date is the 23rd

I have honestly been wondering a bit about the code for console users, I have no idea how its going to work without the main game yet.

We will get the pre-order items come early access because that early access code is proof that you pre-ordered the game. Plus this was how 2.0 early access/pre-ordered items were handled.

well if you read the page with your EA-code, you'd see that:
"Once you are able to redeem your code, you will be able to download the game client for early access and receive the exclusive pre-order in-game items, Baron Circlet, Baron Earrings and Chocobo Chick Courier, via the Moogle Delivery service in-game mail system when official service begins. Early access is not available for pre-orders of the FINAL FANTASY XIV Online bundle that contains both A Realm Reborn and Heavensward. The in-game items will be added to your account at the official launch of the game on 23rd June 2015."

Any word on Steam preorders?

You might get the preorder items listed on your account by putting in the early access code, but my understanding is they don't actually get sent out in-game until the official release, much like the fanfest moogle attire which wasn't received by anyone until mid-December last year after the Japanese fanfest.
