Steam Pre-Order Heavensward - No Early Access?

While talking to a SE rep about my account I asked about Heavensward Pre-Orders and I received a standard message including the following:

As of May 15th, 2015, Steam is not participating in the Pre-Order promotion.

The "early access" that most players get starts June 19th. Pre-Orders haven't even started and it's only a month out. Am I to understand that there just won't be steam pre-orders?

This wouldn't even be that big of an issue if I could add a Standard PC license to my account and get rid of Steam altogether but that's not an option.

I feel this is completely unacceptable as a consumer of your product.
