Question about housing

I was checking out housing prices. All the small lots are taken, medium ones are about 8 million.

I was wondering, is there any rotation happening for housing? I mean for example, if someone quits would he vacate the lot?

The only way someone can vacate a lot is if they intentionally give it up or delete their character. They will still own the lot even if they don't subscribe for two years, but if they delete their character, the house gets deleted and put back up for sale (for the maximum, original price that specific lot runs for on that server, not the price that's ticked down - On Zalera, that means a small plot will be anywhere from 2-2.5mil)

Make sure you use the search functions first! there are already 10-15 threads asking for a way for inactive players to relinquish housing, maybe one of those has the suggestion you are thinking of.
