They spawn by the rank 20 camps. For Thanalan, it's Horizon.
I'm there now and... nothing :(
Is there a NPC in the camp shouting about them?
Nope nothing? but the guy is still in ul'dah
they can spawn at one of the three rank 20 leves. If they aren't there try the other 2. They spawn exactly when the behest guy spawns. And usually last 10-15min. (so spawn at x:30 and x:00). Theres usually a npc at camp shouting about them but not always.
And they arent right at the camp, in tranquil they are northwest in the first clearing and in horizon they are northwest-ish. I think the bloodshore one is rare.
