Vote Dismiss and the Re-Queue situation

Can we please fix the Vote Dismiss feature? Two situations just happened to me over the past two days that were nothing short of "stupid."

Fix 1: Remove the kick refresh timer if the kick is legitimate. I had a rare situation yesterday where several DPS DC'd throughout an expert roulette. We kicked the first, kicked the second, kicked the third...Then on the forth DC, we couldn't due to the timer restrictions, forcing us to complete the dungeon without a fourth player. I understand the restriction is in place to battle abuse of the system, but if a player is genuinely DC'd, it shouldn't count towards the cooldown.

Fix 2: If someone is kicked from the party, please do not allow them to requeue "In progress" and return to the same group...No explanation should be needed, but if someone is kicked from the party, no matter the reason, their return will only bring about MORE toxicity.

Unfortunately for them, their friend was typing at the same time that they wanted to leave to go t12

We proceed to clear as 1 tank / 2 DPS.

They rejoined at last boss saying 't12 failed'... Had to waste my second kick getting them out again. No way in hell am I letting someone with the rotten of a personality clear with us.

Problem with the first one is it's virtually impossible to tell whether a DC is "legitimate" - no way to tell if the person actually lost the connection to the server or if they unplugged their router or some such, or just a power outage. So no way to tell if a kick is legitimate.

The 2nd though - yes. I really don't understand why it's not been made like that from the very start. ._.

By that I just mean that if they're offline, it shouldn't count towards your dismissal refresh. It should only induce the cooldown if it's for dismissing trolls/dead weight/AFK/Etc.

People can't even lie correctly anymore. Either that, or this person is more concerned about getting a penalty than getting the child some help. I know you found out anyway, but stuff like this boggles my mind.
