FPS Rate

I got a new computer with gtx 960 graphic cards and i7-4790, 8 gb ram and so on and in must of the world the fps is 59-60 but in others goes down to 40 something and up and down and if that is the game or the computer because I got the computer to play the games to the best and enjoy them the must.

Hmm, you should be with that setup able to play at max settings and almost never see an fps loss.

Could possibly be internet connection, but not sure. What are your other specs on the computer?
