Been afk for about 3/4 months, caught up with story line, however I still cannot open duty roulette expert, not sure what I am missing, how do I find out what dungeon I need to run to open DR expert.

Keeper of the Lake, Amdapor Keep HM, and Wanderers Palace HM, I think.
roulette is only available if you have done all the dungeons associated with the roulette type since the last patch, so yes- Yolanda is correct.
WP hard might be the one I have not done yet <Thank you>
