For my board's temperature sake, is there any way to lock the framerate?
I'm happy at 60fps and do not care get 120fps, I'd better have the card use that relaxing moments to cool down, instead ;)

System Configuration > Display Settings > Frame Rate Limit (At the bottom)
That limits framerate only when client inactive and it halves or quarter the actual rate, while I want it limited always, at a given rate.
Pretty sure that option does limit framerate, but there is a separate checkbox option to limit when the client is inactive.

yeah you have to uncheck the box. Also, this was supposedly fixed but it still doesnt work for me, limiting frame rate through the game options will NOT work if you play in windowed or borderless windowed modes. You must be in full screen for frame locking to work.
Incorrect. I can choose to lock mine at 60 or 30 while in Borderless Windowed.

I just have no idea why it says "0 fps" for all the radio buttons. It always has though.
Yes I have the same settings, when enabled it leaves a massive bar of screen tearing in the center of the screen. I can only assume its a bug as was the original problem.
EDIT: tested it again, still getting a huge bar of screen tearing locked at 60 fps in borderless windowed mode, tried taking screenshots but duh.. impossible to take pics of tearing because its based on frames. wish this would work ; ;
Yep triep it and works. oddly, I don't see 60 or 30 or 15 fps in options description, but only 0, that confused me.

I'm going to assume a couple things: you are using windows 7 and have either borderless window or windowed checked (not full screen). If this is the case, make sure you are using an Aero theme. I believe it has something to do with windows' desktop window manager and its VSYNC. I know on my setup, i don't see tearing in full screen (with or without aero) but in borderless window i get terrible tearing in a non-aero desktop.
