Would probably be that Kirin actually has a fairly consistent look for being a mythical creature and that monster is just another Kirin inspired monster: google.

Somehow, everything always ends up looking like dragons :(

OP's link was technically a dragon but yeah a lot of Kirin's have a dragon look, I bet the fish scales really lended to the dragon look - along with the tiger head and people ran with that lol.
Some Kirins having dragon like qualities is actually pretty old though, can't remember when it came about but some of China's dynasties have dragon "Qilins".
Or in better words, but... dragons! :D
Don't get me wrong, I think the Kirin mount looks pretty bad ass, I'm just not a fan of how the four beasts' aesthetics always bleed in (not just FF14) and they all end up looking like some sort of dragons..
For Kirin, I would really enjoy something that looks like Haitai, like an actual land animal, maybe not as fat :P

I don't recall hearing a Kirin is based from a cow. Edit: Dragon-ish Kirin can be found at least in the Jin Dynasty 265-420 - can't remember this stuff yay wiki lol.
