you need to be carrier 24, you probably have not finished one of the two previous ones.

but the moogle isnt there how am i suppose to get 24 then?
The moogle only appears if you meet the requirements for a quest that you haven't done yet. You are likely missing the quest that requires you to complete the first quest in the Hildibrand questline.
You need to do or start the Hildibrand quests.
