Frame Drops Despite showing 60?

While I run around ingame with an FPS overlay (as well as the ingame graphics setting open), it displays a constant 60. However, I notice that my game still drops in frames at times despite the number staying at 60.

I noticed that this happens with full screen windowed. It works fine in normal full screen. I prefer to run this game in full screen windowed since I play with dual monitors; does anyone have any ideas to resolve this or is this a known problem with the game's optimization?

I play with Vsync enabled.

Make sure you aren't limiting frame rate when the game window is not active. Forget exactly how it is worded but it is a simple check box setting.


Oh and vsynch often only applies to full screen rendering by design. Windowed modes can go full bore without regard to refresh...have seen strange graphic and a/v synch issues in the past with windowed modes. Keep in mind also the game is still running on outdated directx9 against directx 10/11 or higher hardware and OS environment. May simply be more of he usual weirdness at play.
