Unable to craft insufficient crafting rating?

Hello a friend of mine just got to lvl 50 in leatherwork but when he tried to craft a one star recipe he gets the error "unable to craft insufficient crafting rating" do you have a have a higher ilvl to be able to make it / and or higher main and off hand wepond or is it something eles ?

Star recipes has crship/control requirements. You can find them in the recipe. If your stat(s) are lower than needed - you will be unable to start craft.

yeah. basically gear up ^^

it says int he recipe how much crafts and control are required. this is from 1star onwards.
