Terrible FPS in Turn 12 ending Cutscene.

There is a fairly important cutscene players experience after completing this turn. I just beat it my first time tonight. But at a certain point there is a cutscene that plays. And it was running at like 1FPS or worse. I couldn't find any answers on the forums, I'm not sure if it's been answered before. I noticed the cutscenes we see before we start the game work perfectly. I did some messing around and found that when I disabled cutscene "depth of field" option. The cutscene played normally.

AMD 8150 8-core 3.6GHz
16GB RAM
AMD R9 290x
SanDisk SDSSDHII 480GB SSD Harddrive

This issue occurred if I rebooted, went into full screen/windowed, it didn't matter. But it works fine after disabling Depth of Field.
