I have this same problem on the Coeurl server. I was able to do some of the questline, then, the deputy disappeared, and I'm not able to finish the quests.
It may seem like a silly question, but did you make sure to do the necessary prerequisites first? Some of the Delivery Moogle quests only become available after completing seemingly unrelated quests elsewhere (and later DM quests are subsequently gated by the completion of the earlier ones). You can check the list here to see if you're missing a step.
