Not really anything SE can do about it if your ISP hasn't arranged for enough bandwidth with their upstream routing partners, or otherwise aren't taking an active enough role to detect/bypass the congested corridors into Montreal. Such issues are a problem for your ISP to address, as it is their policies stuffing you into those clogged pipes and not SE.
Try some of the free-trials on some VPN's---if it improves considerably you've pretty much proven there are routing issues, which is something that your ISP's Tier3 team will need to look into resolving.
