It's the magic of instances !
I bet the Isghard and the bridge is just a placeholder and will be changed in 3.0. It is probably lowres too, because people can't reach it.

Seemed appropriate for obvious reasons.
Instances do not depict the world to scale and/or shape. For instance (no pun intended) it is the same effect as when you have an encounter with a monster in the older Final Fantasy's. Like when you are on the catwalk in FFVII and you get into a battle and a seemingly 5 foot-wide catwalk becomes a 25 foot-wide catwalk. What I imagine the Steps of Faith being is merely that center, bridge-proper portion of the over world screen shot in more glorious detail than we can make out from standing in the over world.
The Ishgard magic shields also have the effect of masking the inside view such that outsiders get a wrong idea of what's inside. It's part of their defense strategy.
/end wild conjecture.
I'm gonna say it's probably a case of level of detail loss. I bet the areas you can see from the bridge (and hey, if you haven't yet, you should totally look around when the Duty is over sometime, the stuff going on Outside the Bridge is pretty cool and worth at least one look) aren't going to be exactly to detail but to give you a sense of 'That's where X is' in relation to the Bridge when you get there later.
You can actually see the other side of the Steel Vigil from the Bridge even!
You also can't see the floating landmasses atop the Sea of Clouds in clear weather either.
