Spam Bots Solution?

Everyone hates the spam bots and it is annoying to get a friend invite every few minutes from a different bot. So maybe a way to fix it is to make it so you must complete a quest or two or level up to be able to send friend invites or send Tells... Just a suggestion though I would love to see a massive decrease in spam bots, I do not know if this has been suggested yet
