I already purchase both the PS4 version and the PC version (so I can play on both systems)
My question is with the release of Heavensward do i need to buy the expansion for just PC and it will work on PS4 or do I need to buy both?

as Ruben snizzle said you need to do both versions as both carry a separate license to access the content
That sucks so hard.. i already bought the licence on PS3, now PS4 and PC it should just let me move to the areas :(
