Can i make it?
After alot of thinking i decided to star a lancer and work my way up to dragoon hoping to get lvl 50 and possibly all the best gear, but since i will have some exams i will only be able to play for about 3 hours a day, can i make a character with the max gear before Heavensward?

Possibly, but you may want to team up with a tank or healer for dungeon queues so you dont waste too much time waiting. Or make sure you do leves and fates appropriate to the current level while you do.

Doing the fates will help level you as mentioned and the leves can provide some good gear to help you stay a little ahead of the curve compared to the gear you get from quests. As EpicCid suggested, finding someone who mains a tank or healer class that would be willing to team up with you will help with getting into the dungeons faster. You can get there. :)

I'd aim for level 50 and decent gear rather than necessarily "best" gear right before an expansion. The current stuff will be outdated with newer expansion stuff anyway, so whether or not you have the best (or at that point former best) likely won't be that important anyway.
There's still quite a while before the expansion comes out, so if you rush through the way most people do, I doubt you'll have much trouble getting to 50, getting some good gear, and finishing the storyline by then.

I just started playing again two weeks ago. I had a level 25 archer at the time and I only get to play around 2-3 hours a day. After two weeks I now have a 50 Bard and pretty much all crafting/gathering classes started (all between lvl 5 and 20). I just hit 50 two days ago so I have no idea how long it will take to gear up and complete all post 50 content, but 2 weeks is easily enough time to get a single class to 50.

3 hours a day is plenty for this goal. This big obstacle will be the 450/wk tomestone cap, so you will want to optimize your play and start hitting that cap ASAP. Once you're geared enough, one expert roulette per day is enough to hit the cap before the week ends.
Now if you want to raid and get dreadwyrm gear, this is generally a more serious time commitment and 3 hours per day may be difficult.

Yes this is easily doable. I made an alt on another server to play with friends. It took me 3 weeks and I was ilvl 112 DPS with all quests and dungeons complete, and T10 and 11 done. This is playing 2-3 hours at night and probably around 6-7 on my two days off. Granted I've been playing a long time and knew the path of least resistance and had plenty experience in all trials and dungeons. So with you having 2 1/2 months, this is plenty of time. Especially if you get into coil and farm gear that way.

Finishing the main scenario and getting started on the gear treadmill is the only tricky and time consuming part. As soon as you can meet the ilvl requirement to queue for high level dungeons you earn a ton of soldiery from first time completions, and you can get geared really quickly. I went from pretty much fresh 50 to clearing World of Darkness in the space of about four days of solid play, so two months playing a few hours a day should be plenty.

I proly play 2 to 3 hours a day and sometimes on the weekends 3-6. I just started maybe three weeks ago and I am lvl 45 dragoon. Since I don't play as often and sometimes for days don't play, I get the bonus experience. Even when I hit early 40s I can run a dungeon and do a fate and gain a level.
